CETIOM The Technical Center for Oilseed Crops and Industrial Hemp

 

CETIOM was established in 1957. It is the technical center for research and development of production procedures for oilseed, and, since 2010, industrial hemp, in France. The main crops involved are rapeseed, sunflower, soybeans, linseed and industrial hemp.

 

CETIOM activities

• CETIOM is the partner of oilseed and hemp growers and their support organizations, to develop the technical innovations of tomorrow.
• Its first goal is to improve the economic competitiveness of oilseed and hemp crops, at every stage of the process, from growth to using the processed product.
• In the field, CETIOM supports the organizations concerned with oilseed and industrial hemp development, through its testing and experts network. It also aims to maintain permanent contact with research and with the industries of agricultural supplies and processing.

Means

CETIOM has approximatively 115 permanent employees located all over France, 70% are engineers and technicians.

Its activity covers all sectors aiming at the improvement of oilseed production, quality and markets.

Its research relies on :

• 9 testing stations
• a technical center in Grignon (78) which brings together specialists in the production sector
• a specialized unit in Pessac (33), concerned with seed processing
• a seed analysis laboratory in Ardon (45)
• a plant pathology, molecular biology and entomology laboratory in Grignon

In the field, 11 regional offices analyze field issues and ensure contact and advice for growers.

Scientific Committee and board of Directors

Link with the producers

This link is provided :

- for oilseeds, by regional commissions for main crops. These commissions are shared with Arvalis-Institut du végétal and cover the main French production regions.

- for industrial hemp by a technical committee which brings together both experts and representatives of farmers and of the transformation process, for each production region.

The Scientific Committee

CETIOM's scientific program is discussed by an advisory board, the Scientific Committee, composed of a scientific committe for oilseeds and another for industrial hemp.

This committee is composed of outside scientists not tied to CETIOM. It is chaired by a public research personality, who garantees the independance of the Committee. It brings together scientists of the public and para-public sector, representatives of the Oilseed and Industrial Hemp sector and economic actors in this field.

Board of Directors

CETIOM's inter-professional activity is apparent at the institutional level through the composition of its board of directors. Its members are all agricultural professionnals and represent every economic player in the oilseed and industrial hemp sector.

The chairman of the board of directors is a farmer and most members have outside duties in other professional organizations in the sector. 

 

The Scientific Committee and the Board of Directors were renewed in 2009.

Staff

CETIOM staff is distributes in equal parts between activities of research and development.

 

Working at CETIOM

Various disciplines are practiced in our company. Agronomists work next to chemists, managers or computer engineers. Moreover, each year CETIOM hosts many trainees, apprentices and short-term contracts.

Budget

CETIOM's total budget is approximatively 14 million euros.

All oilseed producers contribute to funding CETIOM through a levy made mandatory by the government and paid to ONIDOL (National Interprofessionnal Oilseed Organization). The levy is linked to the production of rapeseed, sunflower, soybean and linseed.

The budget is complemented by financing from the Ministry of Agriculture (CASDAR) and R&D contracts with the European Commission, French ministries and regions and industries in the sector.

Quality Assurance

CETIOM is one of the first organisations to have been officially qualified as an agricultural technical institute by the Ministry of Agriculture in 2007.

Before this CETIOM's methods and functionning were already certified by AFAQ (*) through ISO 9001 certification since 2000. This certification concerns CETIOM as a whole, for all its activities. It was confirmed in 2003 by CETIOM's advancing to ISO certification 9001 - version 2000.

CETIOM's 6 testing stations received the "Good Testing Practices" certification.

The Ardon Analysis Laboratory is accredited according to the EN-ISO-CEI 17025 guidelines since 1996.

 

This enables CETIOM to answer the most demanding competitive biddings, and to garantee the reliability of its methods and processes. It also compels CETIOM to constantly improve its procedures and functioning.

CETIOM, a partner of the oilseed and industrial hemp sectors

The financing needs of the sectors are covered by a levy from the producers (see "Budget" above). The technical accompaniment activity of the CETIOM is partially financed by the sectors through a 3 year contract which fixes its main reseach and development orientations. This contract is executed with Prolea for oilseed crops, and in a similar way with Interchanvre for industrial hemp.

 

Contacts and collaborations with all the actors of the sector

 with public research organsations : theses partenrships aim to transfert teh results of research to the operationnal actors in the field, and to pass on the demands of producers towards researchers.

 with other technical institutes (Arvalis, ITB etc) through common studies, experimentations and actions.

 with research units throughout the world. CETIOM is the coordinator of GCIRC and ISA.
